generally pretty happy with their automatic license plate readers. It allows
them to harvest millions of plate/location records without having to exit their
vehicles, much less slow them down. It also allows them to spring from their
cruisers with guns out and force non-car thieves into submissive positions
while they perform the sort of due diligence that should have been completed
long before the cops/guns exited their respective holders. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">What they don't seem to like is
anyone asking questions about the massive databases they're compiling or
whether they've bothered to institute any minimization/privacy policies. When
questioned, they usually talk about what a great tool it is for crime-fighting,
even if said tool contains millions of useless photos entirely unrelated to
criminal activity. Some even claim that every single photo in the database is
integral to ongoing investigations and therefore cannot be subjected to
minimization procedures, much less the pesky FOIA requests of surveilled
citizens. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">And sometimes, these agencies
are so sure they like the tech that they can't even be bothered to determine
whether it's actually doing anything to assist in the business of law
enforcement. Stephen Gutowski at the Capitol City Project recently asked the
Fairfax County, VA police about the effectiveness of its license plate photo
database and got this 'FILE NOT FOUND' statement in response. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">This letter is in response to
your FOIA request in which you requested the number of ALPR records Fairfax
County currently has on file. This number is constantly fluctuating, but as of
05/20/2014 at 1003 hours there were 2,731,429 reads in the system. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">You further requested any
available metric the county uses to determine the system's effectiveness. It
was found that the Fairfax County Police Department does not possess any such
responsive materials based on the information you requested. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">The assumption here is that the
system works. The Fairfax County PD occasionally posts arrests linked to ALPR
database hits and… well, beyond that, the PD draws a blank. Presumably a
handful of arrests justifies a multi-million image-and-location photo database.
But this lack of self-assessment shouldn't be acceptable, not for an agency
that has abused its technology in the past. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">It came to light late last year
that the Fairfax PD trolled political rallies to grab more plate data, racking
up nearly 70,000 photos in five days. This abuse prompted a local lawmaker to
push legislation aimed at severely limiting, if not completely eradicating,
ALPR readers in his district. Not a bad idea, as far it goes. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">Virginia law enforcement
agencies aren't going to be happy with this move and they'll be able to
mobilize a pretty powerful opposition. But these are the same entities that
tried to bury info on plate readers back in 2009, simply because they felt the
public might try to get the system shut down if they knew what was going on.
But the lack of controls or any gauge of the system's effectiveness shouldn't
be allowed to escape unnoticed, because the failure to monitor error rates and
hits can result in catastrophic consequences for citizens whose plates trigger
false hits -- something this system does at twice the rate of recoveries. <o:p></o:p></span></div>

<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">The license plate readers
demonstrated a high error rate. Four ALPR vehicles used in Fairfax County over
the course of five nights in February 2009 scanned 69,281 vehicles. The camera
database produced twelve bogus hits and recovered four stolen vehicles, for a
recovery rate of 0.6 percent and an error rate of 1.7 percent. <o:p></o:p></span></div>
<div class="MsoNormal" style="line-height: 150%;">
<span style="font-family: "Georgia","serif"; font-size: 12.0pt; line-height: 150%;">The technology can be used
responsibly, but law enforcement agencies with tough minimization policies are
almost nonexistent. And as we've seen twice in the last month alone, officers
relying on faulty data aren't making an effort to verify database hits before
attempting to effect arrests. Someone's going to be hurt or killed because of
bad data, and hardly anyone in law enforcement seems to be concerned. If they
did, strict policies on verification and disposal of non-hit data would be the
rule, rather than the exception. <o:p></o:p></span></div>

a matter of values which is why Sharon Bulova and her cronies will never bring
in an outside person to manage the police.
What the board wants is someone who has no values, someone who won’t
question the practice of sweeping complaints about the cops under the carpet.
And most importently they want someone who will make damn sure the right
political contributions arrive into the right hands.<o:p></o:p></span></div>

prove the point, when asked what his plans for the department are, Chief
whats-it responded that he intended to hire more cops under the guise of
diversity. We don’t need more cops, of any color or creed. More cops will just
add to the problem. Fix the cops we have and then hire new ones.<o:p></o:p></span></div>

department will take his place and nothing will change and Fairfax County, a
21st century place, will go on with its 19th century police force. <o:p></o:p></span></div>

more than the board of supervisors can explain the 20,000 foot, multimillion
dollar addition to the McLean police palace or the several hundred unused cars
the police department purchased and doesn’t use or the small fortune of public
money the cops are secretly pouring into drones.<o:p></o:p></span></div>

Aside from not doing anything to change the cop’s culture of contempt
the claim that a citizen’s review board

no evidence can be found anywhere in the United States to justify that claim.
Citizen’s review boards do not curtail violence and other felonious activities
by the police upon the citizenry because virtually every citizen’s review board
in the nation is a dismal failure. Most are powerless to enforce their will and
are manipulated into subservience by local politicians, people like Bulova and
Hyland and that’s exactly what will happen in Fairfax County if we get
oversight. <o:p></o:p></span></div>

contempt the police will continue not to give a damn about what the public

must have been a real chore for Hyland but anyway……the reason the board of
supervisors dreamt up the “independent auditor” wasn’t to derail calls for
police oversight. They did it because they can fire anyone in the position who
either audits the police or acts independently. <o:p></o:p></span></div>

Elected officials, generally, are
all about power and live in the cult of self adoration. They don’t want or give a damn about what’s

does not benefit members of the board of supervisors in any way, shape, manner
or form. In fact, police oversight would draw attention away from people like Sharon
“Show me the money” Bulova and Gerry Dearie Hyland and it would sap their
control over the county. <o:p></o:p></span></div>

Besides investigating civil rights violations isn’t what we need to
investigate. What we need to investigate is the reason that our elected
officials are so hell bent on making the cops happy. To find that out, don’t
send in the FBI send in the IRS to investigate the hundreds of nickel and dime
political contributions that come into the Board of Supervisors campaign offers.
Have the auditors pay special attention to those contributions that come in
from Louden and Prince William Counties….you know…those two places where 80% of
the Fairfax County police force lives.
And the investigators should ask “Are these low ball contributions,
intended to fly in under the radar, coming from the sons, daughters, in-laws
and other relatives of the Fairfax County Police at the urging of the cops
union and if so, what are the cops getting in return at our expense? A lot, actually. <o:p></o:p></span></div>

reputation at Centre Ridge Elementary School, where he worked for 13 years
teaching elementary school P.E. He also coached a high school boys' soccer team

her friends, "Mr. Lanigan's a jerk," according to court records

stack of blue tumbling mats, saying he would "treat her like a
